Not saying it will. However, you do realize that those 20% are what keep the EVE economy going right?

Excuse me? So you are saying that the 20% of people being affected (possibly) by capital changes are the one's who keep eve's economy running? How's that? First of all, 0.0's contribution to eve's economy comes mostly from moongoo.
Less than 23% of eve's player base lives in 0.0. Most of the ships and pods that are dying are doing the dying in low-sec and empire, and its the destruction of these ships, mods, and implants that actually make the economy run.
So basically, 0.0 floats the tech 2 economy only in that 0.0 is where the moongoo for tech 2 ships and mods comes from--and even then its not even probably the MAJORITY of the moongoo.
Even granting that it was, I fail to see how the changes proposed by CCP to the MoMs and dreads would have had ANY significant impact on the even the tech 2 economy.

The biggest effect 0.0 has on the economy, by far, is the frequent, large scale destruction of ships. That pours isk into highsec for replacement parts and mods. Actually mining/creating anything is really not 'helping' the economy any, creating a demand for items is, because the economy would very quickly deflate without that demand.
Producing things (Isk/loot/ships/minerals) isn't serving the economy, it's self serving, and you can only produce as long as there are people to buy, and the best way to ensure that is to make sure battles are as destructive and frequent as possible. 0.0 has much more destruction than lowsec, really, lowsec has less people bumping about in it than 0.0, there's only so many times people can lose a ship in highsec before they realise they're too stupid to play the game.
Wormhole space now is also has a decent economic impact, as does all space really. It's not really true to say the economy would totally collapse, but without people in any one area, the effect would be noticeable, and 0.0 would only be second to highsec in the 'impact' it has on the economy. (Highsec has a deflationary impact, and 0.0 an inflationary impact).
